The impact of Senate committees varies and is debated. Committee work is often more consensual and less partisan than the activities of parliamentary chambers, and unanimous committee reports that agree on multi-party recommendations are not uncommon. [33] As a result, these recommendations may contribute to subsequent government policy announcements and, on occasion, changes in government policy. The work of the Regulations Committee has resulted in significant revisions to subordinate legislation. [34] The Committee`s review of the bills contributed to their amendment or withdrawal.[35] [36] However, the influence of committees on all legislation has been described as „rather limited,”[37] especially since committees studying bills are controlled by a government majority.
